On Saturday, January 12th, 2008, in an unprecidented move, the St. Catharines Standard ran an editorial under the lead headline "We need a plan". Finally, an informed institution of the City of St. Catharines made a public declaration that we are in crisis and needed to bring the community together in getting serious about developing a plan.

While in the midst of preparing my next Niagara Voices column slated for February 26, 2008, in which I expect to divulge my thoughts about what such a plan should include, I decided to post here, my April, 2007 application for Mayor McMullan's Prosperity Council.

Although not accepted to the council, the St. Catharines-Thorold Prosperity Council's final report, "Paths to Prosperity", released in May, 2009, clearly reflected the directions I submitted in my application (below).

I respectfully request that I be considered for Mayor McMullan's Prosperity Council. The following will attest to my being a valuable asset to the objectives of the council.

i) My Occupation:

From 1972 up until 1996, I was an accomplished, self-taught technical and computer draftsman. In the earlier '70s, I was amongst the country's first computer-assisted draftsmen, assisting in the conception and design of software enhancements which even until recently surpassed the capabilities of AutoCAD. During my 9 years at Comput-Draft, a division of Niagara Structural Steel, I managed subcontracted work for such firms such as Bechtel, Acres and Monenco (Montreal Engineering). I also trained new system operators, one of which went on in my absence from the country to become the head of Monenco's computer-drafting division.

During all of the '80s I lived in Israel. There I worked for a number of high-tech and technical writing firms. When I left Israel in August of 1990, I was considered to be the country's top technical illustrator.

For the past 10 years I have been on a disability. During that time I dedicated my energies and skills to researching, documenting and assessing emerging trends upon which I sensed our future prosperity could depend. Today, those trends are now defining our changing societies. In the earlier stages, I was instrumental in helping Mr. Augustino Menna conceive and establish The Community Education Group of Niagara Falls, the region's first experiential learning, and environmental entrepreneurship program. As well, I was closely involved with Ms. Sylvia Bambra in the concept phase of the region's first eating disorder clinic.

For the past five years I have been involved in municipal, regional and provincial policy-defining initiatives, many of which pertain to local governance, urban renewal, smart growth, and sustainability.

ii) & iii) My (Voluntary) Experiences in Developing Economic Prosperity:

 

I am the Founder and President of Sustainable Niagara, Inc., (http://sustainableniagara.ca/) a not-for-profit, incorporated in February of 2004. (SN is committed to the social, fiscal and ecological restoration of the Niagara Region, and beyond. Our mission is to investigate, promote and implement programs, products and services that contribute to the social, economical and ecological sustainability § Δ of the Niagara Region, and beyond.)

The formal incorporation of Sustainable Niagara evolved from a number of people I brought together in 2003 to form 'A Collaboration for a Sustainable Niagara'. Charles Gervais, Brock Dickinson, David Oakes, Dianne Renton, David Alexander, Darrell Spillchuk and Victoria Roslin are the founding directors. Sustainable Niagara was nominated for the 2006 Peter Drucker Award for Environmental Organization of the Year. The dynamic web pages, some of which link into a database of relevant trends are representative of a collimation of my work over the past 10 years. They also are reflective of my abilities to apply self-taught programming and databasing skills towards creating what one freelance journalist recently proclaimed in 'Energy Evolution' to be "one of the best English-language websites available dealing with the whole area of sustainable community design and development".

Through my intensive voluntary participation and behind the scenes activism with the City of St. Catharines, and Regional Niagara, I have contributed significantly to raising public and private sector awareness to emerging trends. I have also played a role in defining policy directions for sustainability at both levels.

 

Municipal and Regional Involvements:

  • Smarter Niagara Steering Committee - Although not formally selected as a voting member of the steering committee, I have attended all meetings but one since May, 2002. My contributions to the committee made possible by recognition of my knowledge and skills, have included keeping the broader issues of sustainability before the committee. During that time, I have been an active member of the Urban Workgroup as well as;
    • Smarter Niagara's Downtown and Heritage Workgroup (specifically for the Built Heritage Summit held in November, 2005, for which a report was delivered to council and recently integrated into its latest Regional Cultural Policy;
    • Member of the Niagara Water Quality and Protection Strategy, Citizen's Advisory Committee. My contribution to the final strategy was quite significant;
    • Actively participated in the Niagara/Hamilton WastePlan's initial, public input meetings.
    • Participated in Opportunity Niagara's Community Forum.

     
  • Out of my own interests, I have given productive input and feedback into shaping the following Regional undertakings:
    • Environmental Policy Amendment 187
    • Planning Policy Amendment 183
    • Niagara Urban Design Guidelines
    • Chair Zimmerman's Agricultural Task Force

 

At the municipal level, I have contributed towards the design and implementation of smart growth, infilling and brownfield policies. Meeting regularly with the past and current Directors of Planning and Economic Development, I have played a role in setting some directions to be pursued within the Official, and Strategic, Plan Reviews. As a result of our many informal meetings both departments have identified community economic development § Δ as an emerging priority for the city. Additionally, I:

  • Was originally selected to the Community Vision Committee (CVC);
  • Was a member of 211 (Info Line) steering committee Marketing Work Group;
  • Continue to participate in the steering committee for the redevelopment of the General Hospital; and
  • Downtown Development and Revitalization Committee, Chair of Attractors and Tourism Sub-Committee (2003-2006)

 

With regards to Provincial undertakings I have provided input and feedback for the:

 

iv) Skills and Assets:

  • Critical and whole systems thinking;
  • Recognized skills in research;
  • Computer programming and troubleshooting;
  • Creative problem solving;
  • Research
  • Intuitive foresight
  • Writing Skills

 

v) Role of the Prosperity Council for the Future

In her inaugural speech to the Chair, Debbie Zimmerman spoke of "Harnessing Chaos and Directing Change", a phrase I had coined and later rephrased to "Harnessing Chaos and Stewarding Change." Given the challenges facing all global communities, this concept might offer relevant guidance as to the council's role. With the pace by which our communities need to address the magnitude of pressures being placed upon them, it will not be enough for this council to seek out, review and assess best practices applied by others. This council will need to define and recommend original strategies for renewing this city's prosperity and maximizing its socioeconomic resources.

 

vi) Four Action Items the Council Should Undertake:

Aside from identifying emerging local, national and international trends that could form the foundations of future prosperity within and around the City, my recommendations for action plans, which the Prosperity Council should undertake, would entail devising strategies and implementation frameworks for the establishment of:

  1. Community Economic Development. § Δ Such examples would be;
    1. Initiate local/regional currency
    2. Local, 100-mile food program
    3. Social and Ecological Entrepreneurial Networks
  2. A sustainable (green) products and services 'skunkworks' incubator (for one);
  3. Increased, meaningful student and faculty engagement throughout the community;

 

Capacity-building and spin-off potentialities underpinning each of the recommendations made above.

This is a letter of reference for Bernie Slepkov. I have known Bernie for several years and found him to be a good source for information related to Smart Growth, green building technologies and sustainable development. Bernie has been a member of the Region's Urban Work Group which is a sub committee of the Smarter Niagara Steering Committee and as well is a member of the City of St. Catharine's Strategic Planning Committee which is mandated to develop a new strategic plan for the City.

Bernie has a good feel for how changes (dwindling land resources and increasing energy costs) now being experienced globally will affect our urban fabric. Bernie has the ability to look at the big picture and has a sincere interest in effecting positive change. If you are interested in making sustainability a priority I would recommend using the consulting services offered by Bernie.
